Under general supervision from the Network Manager, an employee in this class provides technical support to HABC end users and Information Technology (IT) staff. Duties include coordinating, installing, and administering client and server computer systems and software. Analyzes, monitors, and troubleshoots performance of software and hardware systems. Trains staff use of computer systems and support tools. Performance of the duties requires advanced knowledge of computer systems administration. Major Duties and Responsibilities:1. Provides analytical services regarding over:the:counter software packages, and in:house developed applications. Reviews product specifications and vendor proposals, including implementation schedules. Participates in meetings to finalize vendor contract terms related to product deliverables and acceptance and provides feedback and recommendations to Network Manager and Chief Information Officer (CIO).2. Coordinates and serves as the point:of:contact with third party vendors. Reviews and analyzes vendor performance against required contract milestones. Pro:actively advises Network Manager and CIO of issues and problems associated with contractor performance including recommendation for corrective actions. Maintains detailed project files with all vendor correspondence.3. Develops an overall plan to endure successful implementation of software packages and in:house developed products. The plan and implementation methodology must incorporate the vendor plans and schedules and must clearly describe the roles and responsibilities of the Vendor and internal staff. Prepares detailed notes of meetings, defining action items, and timelines.4. Develops and maintains an updated issues log system to record all problems and issues associated with the software or hardware effort. Identifies status of all items (open, closed, pending, etc.) and makes the log available to the Network Manager and CIO.5. Meets with Network Manager and CIO to review project progress. Identifies current or prospective risks and obstacles and provides recommendations for minimizing tasks and resolving obstacles. Notifies the Network Manager and CIO of any critical issues that may adversely affect the system or shut the system down. This includes but is not limited to disk space, CPU utilization, and network congestion.6. Oversees actual installation and optimization of software and hardware on network. Works with internal staff to assess and identify business processes that may need to be modified to maximize utilization of the software. Identifies and resolves issues associated with software utilization that might impact current staff job duties.7. Works with Information Technology (IT) Division technical staff to develop any documentation necessary for system operations.8. Develops and implements a comprehensive technical procedure to monitor networks, servers, and SAN utilization.9. Performs domain administration of user accounts, rights, permissions, data, mailboxes, printing, backup, services, and security.10. Reads relevant technical manuals, publications, news groups, and web sites to stay up:to:date with the needs of the agency.11. Performs other technological based duties as assigned including but not limited to duties relating to support of an Interactive Voice Response Systems, Call Center Operations, and Geographic Information Systems.Minimum Education and/or Experience:1. Graduation from an accredited four (4) year college or university with a degree in Information Systems, Computer Science, or related field.2. Four (4) years of responsible technical support experience directly related to a LAN:based workstation environment. Software including Windows server and above, Windows XP and Windows 7 and above, and MS Office Suite.3. Microsoft Certified Systems Engineer (MCSE) requiring actual formal certification.4.
